Bush as a better way to help the working poor than raising the minimum wage, which they believed would increase unemployment.

According to the Tax Foundation, in 1974, before the earned-income tax credit was instituted, 19.2 percent of tax filers had no federal income tax liability. This rose to 25.2 percent in 1975 when the credit took effect.

During the 1990s, about 24 percent of filers had no income tax liability, but this number took a big jump during the George W. Bush administration as Republicans added a large child credit to the tax code. The percentage of filers with no income tax liability rose to 36.3 percent in 2008, from 25.2 percent in 2000.

According to new data from the Tax Policy Center, this year 46.4 percent of tax filers will have no federal income tax liability. The following table presents the data.

As one can see, almost all of those in the bottom income quintile ? those with incomes below $16,812 ? will have no federal income tax liability this year. About three-fifths of those in the second income quintile will also have no liability, 30 percent of those in the middle quintile, and 7.3 percent of those in the fourth quintile. It is not only the poor who are exempt from federal income taxation; substantial numbers of households in the middle class are also exempted.

Surprisingly, a not insignificant number of those who are clearly well off are also among the ?lucky duckies.? There are 78,000 tax filers with incomes of $211,000 to $533,000 who will pay no federal income taxes this year. Even more amazingly, there are 24,000 households with incomes of $533,000 to $2.2 million with zero income tax liability, and 3,000 tax filers with incomes above $2.2 million with the same federal income tax liability as most of those with incomes barely above the poverty level.

It is not because of the earned-income tax credit or the child credit that the ultra-wealthy are paying no federal income taxes.

One reason, undoubtedly, is that capital gains are a huge percentage of their income and they may have losses from previous years to offset any realized gains this year. Perhaps some chose to invest all their wealth in tax-free municipal bonds.

And, of course, a large industry of tax lawyers make their living advising the wealthy on how to minimize their tax liability by exploiting existing provisions of the tax law.

These data look only at legal tax avoidance; they do not account for illegal tax evasion, which is quite extensive, especially at the top and the bottom of the income distribution. Those in the middle class who have only wage income are much more limited in their opportunities for evasion.

The phenomenon of large numbers of non-federal income tax payers has long been a subject of debate. Those on the left emphasize that other taxes, such as payroll taxes, are paid by those with no income tax liability, a point I discussed last week. Those on the right often complain that it is fundamentally undemocratic for such a large percentage of the population to pay nothing to offset the federal government?s general operations. After all, everyone benefits from national military spending and other federal programs.

Perhaps the right and left can at least agree that it is unseemly for those in the top 1 percent of income distribution, with incomes at least 10 times the median income, to pay no federal income taxes. It?s not socialism to ask them to pay something.

WASHINGTON ? Americans spent in May at the weakest pace in 20 months, a sign that high gas prices and unemployment are holding back the economy.

Consumer spending was unchanged, the Commerce Department said Monday. That was the worst result since September 2009. And when adjusted for inflation, spending actually dropped 0.1 percent.

April's consumer spending figures were revised to show a similar decline when adjusting for inflation. It marked the first decline in inflation-adjusted spending since January 2010.

Incomes rose 0.3 percent for the second straight month. But adjusted for inflation, after-tax incomes increased only 0.1 percent in May, after falling by the same amount in the previous month.

Stock futures fell immediately after the report was released. Dow futures plunged 115 points.

Neil Dutta, an economist at Bank of America Merrill Lynch, pointed out that inflation-adjusted, after-tax income is now slightly lower than it was in January.

"It was a very poor report all around," he said. "I think it's clear that higher gasoline prices are taking a bite out of consumer spending."

Consumer spending accounts for 70 percent of economic activity. The spike in gas prices has forced many consumers to cut back on discretionary purchases, such as furniture and vacations, which help boost growth.

Fewer jobs and high unemployment have left workers with little leverage to ask for raises. And slow wage growth hurts the broader economy because consumers have less money to spend.

Hiring slowed considerably this spring after a strong start at the beginning of the year. The economy created only 54,000 jobs in May, the lowest amount in eight months. That followed three months in which employers hired an average of 220,000 net new workers each month. The unemployment rate rose to 9.1 percent last month.

The economy expanded at an annual rate of 1.9 percent in the January-March period. Many economists believe that growth is only slightly better in the current April-June period.

The report also showed that prices are increasing across many goods and services. A key inflation gauge followed by the Federal Reserve rose 0.2 percent in May, after increasing 0.3 percent or higher in each of the previous five months.

But excluding the volatile food and energy categories, inflation rose 0.3 percent in May, the most since October 2009.

Gas prices have eased since peaking in early May at a national average of nearly $4 per gallon. In the past two months they have dropped to a national average of $3.57 per gallon, according to AAA's daily fuel gauge.

An Associated Press survey of 38 top economists predicts that rate will be about 2.3 percent. Economists are optimistic for the second half of the year, saying growth should pick up to a 3.2 percent pace. They note that two of the biggest factors slowing the economy are abating.

I was playing by myself (like I do a lot) last year and was standing with my bag next to me near the middle of the fairway on the second hole...I just caught the foursome in front of me and they were on the green. The guy behind me (another single) was pissed that I was waiting and could not see the foursome on the green from where he was so he decided to hit....at me....his first ball hit about a foot from my golf clubs? When I turned and looked at him and put my hands up....he hit another ball at me...

I know that people are going to say that I should have asked him to come up and play with me....but I was in a hurry myself and the course was wide open after the foursome and I planned on flying through.

Lesson learned that next time, just let the guy hit up with me in the fairway and split up afterwards if need be....or just lay up and get out the way....but we still had some choice words for each other when he came driving up on his cart. Once he saw the foursome still on the green through,.. his argument did not make sense....but he just kept on saying it was my fault for waiting.

Also - that guy was not on the tee when I got to my ball in the fairway....I am not sure how long he waited before hitting me....but it was much less than 5 minutes.

OBJECTIVE: to fill gaps in crucial data needed for health and educational planning, we determined the prevalence of developmental disabilities in US children and in selected populations for a recent 12-year period.

PARTICIPANTS AND METHODS: we used data on children aged 3 to 17 years from the 1997?2008 National Health Interview Surveys, which are ongoing nationally representative samples of US households. Parent-reported diagnoses of the following were included: attention deficit hyperactivity disorder; intellectual disability; cerebral palsy; autism; seizures; stuttering or stammering; moderate to profound hearing loss; blindness; learning disorders; and/or other developmental delays.

RESULTS: Boys had a higher prevalence overall and for a number of select disabilities compared with girls. Hispanic children had the lowest prevalence for a number of disabilities compared with non-Hispanic white and black children. low income and public health insurance were associated with a higher prevalence of many disabilities. Prevalence of any developmental disability increased from 12.84% to 15.04% over 12 years. Autism, attention deficit hyperactivity disorder, and other developmental delays increased, whereas hearing loss showed a significant decline. these trends were found in all of the sociodemographic subgroups, except for autism in non-Hispanic black children.

CONCLUSIONS: Developmental disabilities are common and were reported in ?1 in 6 children in the United States in 2006?2008. The number of children with select developmental disabilities (autism, attention deficit hyperactivity disorder, and other developmental delays) has increased, requiring more health and education services. Additional study of the influence of risk-factor shifts, changes in acceptance, and benefits of early services is needed.

Dominic Casey said he was working for Ms. Anthony?s parents, George and Cindy, in November 2008, trying to track down leads about the possible whereabouts of Caylee. He had also done prior work as an investigator for Ms. Anthony?s defense attorney, Jose Baez.

Mr. Casey told the jury that he went to the wooded area not far from the Anthony home after being contacted by a psychic who advised him that Caylee?s remains were in the vicinity of three white paving stones.

He went three times to the area on Nov. 15 and 16 and appears to have walked directly over the place the body was later found on Dec. 11.

Earlier on Monday, James Hoover, an investigator who worked with Mr. Casey, narrated a video he took of the private investigator walking through the woods and using a metal probe to search for buried remains. No remains were found.

At one point, defense attorney Baez asked Mr. Hoover: ?Did you just see that fallen tree that was there??

?I see the paver that we were looking for,? he answered, watching the video. Then he added: ?Oh yeah, it is right there on the video.?

It is unclear whether the video recorded the same fallen tree that Orange County Sheriff?s Office crime scene investigators have repeatedly mentioned ? and at one point moved ? to gain better access to some of Caylee?s remains in mid-December.

The video and related testimony is potentially significant to the defense case because it seems to support a defense theory that Caylee?s remains were placed in the wooded area much later than prosecutors have said.

In November 2008, Casey Anthony was already in jail having been charged with the murder of her daughter. Mr. Baez is hoping Monday?s testimony raises questions in the minds of the jurors. If Caylee?s remains were not in the wooded area in mid-November, where were they? More important, if they were moved, who moved them to the woods where they were discovered in mid-December?

Baez has suggested that Roy Kronk, the man who directed police to the wooded area on Dec. 11, may have moved or hidden the body. Mr. Kronk had initially called police about the body in August, but investigators ignored the tip because the area had already been searched by a deputy with a cadaver dog.

The developments came on the 10th day of the defense case and the 29th day of the trial underway in an Orlando courtroom.

Casey Anthony is charged with first-degree murder in the disappearance and death of her daughter. If convicted she faces a possible death sentence.

Also on Monday, Chief Judge Belvin Perry revealed the cause of Saturday?s abrupt and mysterious recess in the trial. He said defense attorneys had moved to have Ms. Anthony declared mentally incompetent.

Judge Perry appointed three psychologists to conduct independent evaluations of Ms. Anthony on Saturday and Sunday. After reviewing their reports, the judge declared the defendant competent to stand trial.

The trial is set to continue on Tuesday morning.

MEXICO CITY ? Mexico's cult-like La Familia drug cartel conducts widespread extortion rackets aimed at farmers, miners and even bullfight organizers while getting protection from state police commanders, federal officials said Sunday.

Mexico's federal police agency, the Public Security Secretariat, outlined the local businesses preyed upon in a new report on the extent of the gang's corruption and intimidation tactics in its home base of Michoacan state.

In order to supplement drug-trafficking income, La Familia forces miners to pay $1.50 per ton of metal they sell and cattle ranchers to pay $1 per kilogram of meat, it said. Michoacan's rich lime and avocado farms are subject to "quotas," or a percentage of farmers' earnings. Bullfights, cockfights and concerts also are extorted, the report says.

While news reports of extortion by drug gangs have become common, authorities had not confirmed in detail the extent of La Familia's hold on raw material production in the western state.

The report came five days after federal authorities apprehended La Familia's alleged leader, claiming the arrest was a debilitating blow against the crime group. Jose de Jesus Mendez Vargas, alias El Chango, or "The Monkey," was the last remaining head of the cartel that authorities say has terrorized Mexico's western states.

The report charges that Michoacan state police commanders aid La Familia in its operations by permitting cartel operatives to use patrol cars, radio frequencies and police uniforms.

The report relates how one former state police official used patrol cars to block off streets and help hit men escape other police.

"They used state police infrastructure to establish routes and ensure the safety of their armed commandos," the report says.

La Familia makes extensive use of propaganda, such as organizing marches against the government's offensive against drug gangs, generating rumors of police abuse and reporting false human rights complaints, the report says.

Still, authorities say they have managed to push the cartel into mountainous regions and have detained or killed most of its top leaders. The report says more than 700 La Familia members have been arrested since 2008, mainly in Michoacan and Mexico State, which borders Mexico City.

But the leader of a violent splinter group, which calls itself the Knights Templar, remains at large.

La Familia was born in President Felipe Calderon's home state of Michoacan in 2006. When he took office in December of that year, Calderon sent thousands of federal police there and warned that the cartel was corrupting local officials and extorting businesses.

Even with the gang's setbacks, there are signs La Familia is still active.

Seven bodies were found early Sunday in two different spots outside Mexico City along with messages purportedly signed by La Familia, the Mexico State prosecutor's office told The Associated Press.

Prosecutor spokesman Alfredo Albiter said police were trying to verify whether the messages left near the bodies in both Valle de Chalco and Ixtapaluco in Mexico State were indeed written by La Familia members.

Automated genetic tinkering is just the start ? this machine could be used to rewrite the language of life and create new species of humans

IT IS a strange combination of clumsiness and beauty. Sitting on a cheap-looking worktop is a motley ensemble of flasks, trays and tubes squeezed onto a home-made frame. Arrays of empty pipette tips wait expectantly. Bunches of black and grey wires adorn its corners. On the top, robotic arms slide purposefully back and forth along metal tracks, dropping liquids from one compartment to another in an intricately choreographed dance. Inside, bacteria are shunted through slim plastic tubes, and alternately coddled, chilled and electrocuted. The whole assembly is about a metre and a half across, and controlled by an ordinary computer.

Say hello to the evolution machine. It can achieve in days what takes genetic engineers years. So far it is just a prototype, but if its proponents are to be believed, future versions could revolutionise biology, allowing us to evolve new organisms or rewrite whole genomes with ease. It might even transform humanity itself.

These days everything from your food and clothes to the medicines you take may well come from genetically modified plants or bacteria. The first generation of engineered organisms has been a huge hit with farmers and manufacturers ? if not consumers. And this is just the start. So far organisms have only been changed in relatively crude and simple ways, often involving just one or two genes. To achieve their grander ambitions, such as creating algae capable of churning out fuel for cars, genetic engineers are now trying to make far more sweeping changes.

Grand ambitions

Yet changing even a handful of genes takes huge amounts of time and money. For instance, a yeast engineered to churn out the antimalarial drug artemisinin has been hailed as one of the great success stories of synthetic biology. However, it took 150 person-years and cost $25 million to add or tweak around a dozen genes ? and commercial production has yet to begin.

The task is so difficult and time-consuming because biological systems are so complex. Even simple traits usually involve networks of many different genes, which can behave in unpredictable ways. Changes often do not have the desired effect, and tweaking one gene after another to get things working can be a very slow and painstaking process.

Many biologists think the answer is to try to eliminate the guesswork. They are creating libraries of ready-made ?plug-and-play? components that should behave in a reliable way when put together to create biologicial circuits. But George Church, a geneticist at Harvard Medical School in Boston, thinks there is a far quicker way: let evolution do all the hard work for us. Instead of trying to design every aspect of the genetic circuitry involved in a particular trait down to the last DNA letter, his idea is to come up with a relatively rough design, create lots of variants on this design and select the ones that work best.

The basic idea is hardly original; various forms of directed evolution are already used to design things as diverse as proteins and boats. Church?s group, however, has developed a machine for ?evolving? entire organisms ? and it works at an unprecedented scale and speed. The system has the potential to add, change or switch off thousands of genes at a time ? Church calls this ?multiplexing? ? and it can generate billions of new strains in days.

Of course, there are already plenty of ways to generate mutations in cells, from zapping them with radiation to exposing them to dangerous chemicals. What?s different about Church?s machine is that it can target the genes that affect a particular characteristic and alter them in specific ways. That greatly increases the odds of success. Effectively, rather than spending years introducing one set of specific changes, bioengineers can try out thousands of combinations at once. Peter Carr, a bioengineer at MIT Media Lab who is part of the group developing the technology, describes it as ?highly directed evolution?.

The first ?evolution machine? was built by Harris Wang, a graduate student in Church?s lab. To prove it worked, he started with a strain of the E. coli bacterium that produced small quantities of lycopene, the pigment that makes tomatoes red. The strain was also modified to produce some viral enzymes. Next, he synthesised 50,000 DNA strands with sequences that almost matched parts of the 24 genes involved in lycopene production, but with a range of variations that he hoped would affect the amount of lycopene produced. The DNA and the bacteria were then put into the evolution machine.

The machine let the E. coli multiply, mixed them with the DNA strands, and applied an electric shock to open up the bacterial cells and let the DNA get inside. There, some of the added DNA was swapped with the matching target sequences in the cells? genomes. This process, called homologous recombination, is usually very rare, which is where the viral enzymes come in. They trick cells into treating the added DNA as its own, greatly increasing the chance of homologous recombination.

At least 20 dead in Afghan hospital bomb attack (AFP)

PULI ALAM, Afghanistan (AFP) ? A bomb at an Afghan hospital on Saturday killed at least 20 people including women and children, days after President Barack Obama said 10,000 US forces would leave the country this year.

The suicide car bombing in Logar province, about 75 kilometres (45 miles) south of the capital Kabul, also wounded over 20 people and officials warned the death toll could rise.

An eyewitness described horrific scenes of victims on fire and body parts scattered in all directions after a sports utility vehicle (SUV) blew up in the remote district of Azra, close to the border with Pakistan.

The attack was condemned "in the strongest terms" by the United Nations, which said the hospital's maternity ward was badly damaged in the attack and many of the victims were women and children.

Underlining chaos and confusion at the site, the ministry of public health initially put the death toll at 60 but later corrected its own figures.

"At least 20 of our countrymen have been martyred and around 25 are wounded," the ministry said. The interior ministry also said 20 people were killed including hospital staff and patients, and 23 other civilians wounded.

But provincial health director Mohammad Zaref Nayebkhail told AFP the death toll could still be significantly higher as many people came to the scene quickly after the blast and removed the bodies of their relatives.

One man who lives near the devastated hospital, Abdul Rahman, told AFP that he lost seven relatives in the explosion.

"Seven members of my family including three women and two children went to that hospital this morning," he said, through tears.

"I was at home, then I heard a big explosion. When I rushed to the site, I saw many dead and injured people.

"Many of them were burning, on fire. There were body parts everywhere. My family is dead, I can't find them, they are under the rubble."

The Taliban denied it was behind the attack, with spokesman Zabihullah Mujahid saying: "We condemn this attack on a hospital... whoever has done this wants to defame the Taliban."

Staffan de Mistura, the special representative of the United Nations secretary-general for Afghanistan, called the blast "despicable".

"Much of the damage was in the maternity ward of the hospital, and many of those killed and injured were women and children," he said in a statement.

The United Nations Assistance Mission in Afghanistan (UNAMA) also stressed that attacks on hospitals were prohibited under international humanitarian law.

The blast came at the end of a week when Obama announced that 33,000 US forces would leave Afghanistan by the end of next summer.

All foreign combat forces are due to pull out of the country by the end of 2014. There are currently up to 150,000 foreign forces in Afghanistan, including about 99,000 from the United States.

Some analysts fear that Afghan security forces may struggle to contain the Taliban-led insurgency, which has hit record levels of violence after nearly ten years, as withdrawals begin.

Afghan President Hamid Karzai condemned the attack as "savage and ignorant" in a statement released by his office.

Meanwhile, Karzai told a counter-terrorism summit in Tehran that militancy was on the rise in his country.

"Not only has Afghanistan not yet achieved peace and security but terrorism is expanding and threatening more than ever Afghanistan and the region," he said.

The two-day summit was attended by the heads of state of six regional countries, including Afghan neighbours Iran and Pakistan.

The blast in Logar is the second major attack in Afghanistan in two days.

On Friday, 10 people were killed by a bicycle bomb which exploded in a busy bazaar in the Khad Abad district of the northern province of Kunduz.

Militants in Afghanistan frequently target the Afghan police, army and other government employees as well as foreign forces in their near decade-long insurgency.

But civilians are the biggest casualties in the war, with 2,777 killed last year, according to the United Nations. That was the biggest total since the war started in 2001.

Egyptian pleads guilty in NYC maid sex abuse (AP)

NEW YORK ? A prominent Egyptian businessman admitted Friday to kissing and groping a hotel housekeeper who didn't welcome his advances, pleading guilty as the woman sued him for $5 million.

Mahmoud Abdel Salam Omar pleaded guilty to a misdemeanor sexual abuse charge, acknowledging he kissed the woman on the lips and neck and touched her breasts after she brought tissues to his room at the posh Pierre hotel. The 74-year-old chairman of state-run salt production firm El-Mex Salines Co. already has completed five days of community service in a soup kitchen, and his case will be closed without jail time or probation if he stays out of trouble for a year.

After softly answering "yes" in English to questions from a judge and prosecutor, Omar declined to comment as he left a Manhattan courthouse. Arrested while in New York to pick up a salt-industry award for El-Mex Salines, he spent about four days behind bars before being released on bail earlier this month.

His lawyer, Lori Cohen, called the case the result of a "big miscommunication" between the 44-year-old maid and Omar. While he acknowledged in court that he knew he didn't have the woman's consent for his advances, Cohen said he thought the housekeeper was receptive.

"I believe he thought something was happening that wasn't," she said. "I think his lack of a great understanding of English, and her desire to file a multimillion-dollar lawsuit, led to these accusations."

The woman's lawyer bristled at the suggestion that she embellished the encounter to try to reap money from the former bank chairman.

"That's just not true," said the attorney, John P. Grill. "She didn't know who he was."

Omar initially faced a felony sexual abuse charge that carried up to seven years in prison. After interviewing numerous witnesses and reviewing surveillance video and forensic evidence, prosecutors concluded the incident "did not rise to the level of forcible compulsion," which would have to be proven for the felony charge, Manhattan assistant district attorney Nicole Blumberg said.

Whatever his plea deal, the woman's lawyer said, "it doesn't change what happened."

The woman's federal assault and false-imprisonment lawsuit says Omar also rubbed his groin against her legs and groped her buttocks. It was filed Friday so Omar could officially be served with a copy before he left the country, Grill said.

Police Commissioner Raymond Kelly had said the case could be complicated to prosecute. Although the maid told a superior immediately that she had been attacked, the supervisor waited until the next morning to alert the hotel's security director, who then told police. The hotel suspended the supervisor and promised to buy "panic buttons" for maids to alert managers if they are attacked.

A spokeswoman for the hotel's owner, Mumbai-based Taj Hotels Resorts and Palaces, didn't immediately return a telephone call Friday.

Omar's lawyer said he might well have chosen to go to trial but was eager to get home to his wife, who has recently had surgery.

"This was the most expeditious way for him to return home," she said.

Besides chairing the salt company, Omar has served as chairman of Egypt's Bank of Alexandria, the Egyptian American Bank and the Federation of Egyptian Banks, according to a biography on his company's website. He has led El-Mex Salines since 2009.

Omar's arrest came little more than two weeks after then-International Monetary Fund leader Dominique Strauss-Kahn was arrested on charges of attempting to rape a maid at a different hotel, charges Strauss-Kahn denies. Together, the cases drew attention to the potential dangers of hotel maids' jobs.

The New York Hotel and Motel Trades Council plans to call for panic buttons as part of its contract negotiations with 150 hotels next year, and a state legislator has proposed to require the devices statewide.

House sends Obama message of discontent on Libya (Reuters)

WASHINGTON (Reuters) ? War-fatigued lawmakers in the House of Representatives took a symbolic swipe at President Barack Obama's military intervention in Libya on Friday, but stopped short of trying to bar U.S. forces from continuing to carry out air strikes.

The Republican-led House, upset over Obama's failure to seek congressional approval of U.S. military action in Libya, voted 123-295, largely along party lines, to reject the resolution endorsing U.S. involvement in the NATO-led mission.

But later the House handed Obama a largely symbolic victory by rejecting an effort to bar the U.S. military from carrying out air strikes against the forces of Libyan leader Moammar Gaddafi.

The House voted 180-238 to reject the measure backed by House of Representatives Speaker John Boehner, a Republican. Eighty-nine Republicans joined Democrats in opposing the bill.

The congressional action was another warning to Obama about growing discontent among lawmakers after a decade of wars in Afghanistan and Iraq that has cost more than a trillion dollars and has helped fuel a $1.4 trillion budget deficit.

Since NATO took over the Libya operation on March 31, the United States has conducted 755 strike sorties, including 119 in which the planes actually fired at targets. Thirty-nine of the strikes involved the use of drone aircraft.

Lawmakers who supported action authorizing U.S. participation in the NATO mission against Gaddafi warned that rejection of the measure and approval of curbs on U.S. military involvement could damage the U.N.-authorized operation.

"We have a responsibility to our allies," said Democratic Representative Alcee Hastings. "As long as we are continuing to supply logistics, material and critical intelligence and operational capabilities and no boots are on the ground, we must support our allies who are carrying out the direct combat operations. We must stand with NATO."

Others were critical of Obama's handling of the intervention and his failure to consult with Congress, as stated in the War Powers Act of 1973.

"We probably would have had ... pretty broad support here in the Congress for the action that was taken by the president if there had been early authorization," said Representative David Dreier, a Republican. "I think Democrats and Republicans alike acknowledge that this has been very, very poorly handled."
