A crowded world's population hits 7 billion (Reuters)

LUCKNOW (AlertNet) ? Wrapped in a white blanket, Nargis Yadav lies in the arms of her mother in a small rural clinic in north India -- one of half a million babies born around the world on Monday that will push the global population to the milestone of seven billion.

The U.N.-declared landmark underscores the challenges faced by many countries in providing for the growing numbers of people on an already over stretched and crowded planet.

Nargis was born in the populous state of Uttar Pradesh, one of the poorest regions in India, a country that could soon overtake China as the world's most populated nation.

Her parents, poor villagers who earn just over $100 a month, say they want her to go to school and be successful in life, but aid workers say this will be an uphill struggle, not only for her but others like her in the developing world.

"The child will face a lot of challenges," said Sona Sharma, director for advocacy and communications at the Population Foundation of India.

"Getting proper nutritional food, clean drinking water and even basics such as medical care such as immunisations to help her survive the first few years will be challenging."

With the world's population more than doubling over the last half century, basics like food and water are under more strain than ever, say experts, and providing for an additional 2-3 billion people in the next 50 years is a serious worry.

Water usage is set to increase by 50 percent between 2007 and 2025 in developing nations, while food security remains a challenge with 925 million people going hungry.

To feed the two billion more mouths predicted by 2050, food production will have to increase by 70 percent, the U.N.'s Food and Agricultural Organisation says. But climate change may be the greatest impediment to meeting this target, say experts.

Growing numbers of people on earth is also resulting in rapid urbanisation, placing serious strains on towns and cities as migrants move from poor rural areas to richer urban centres.

"The issue of population cannot be seen divorced from the aspect of resource or energy footprint," said Parvinder Singh, head of communications for ActionAid India.

"The largest drain continues to be in the West which have traditionally consumed, and continue to, massive volumes of resources because of a life-style and purchasing power that far exceeds that of so-called high population poorer countries."

Demographers however point out that in richer nations, fertility rates have nosedived, resulting in declining numbers of people and an imbalance between the working population and retirees who need expensive social safety nets.

Experts say policies geared to population challenges need to be more targeted.

"Where population is shrinking, we need family friendly policies. Where numbers are growing, we need policies to ensure women have access to family planning," said Babatunde Osotimehin, head of the U.N. Population Fund, adding 215 million women want reproductive health services but do not have it.

"If governments do not act, we will put further strains on the resources that we have."

Large Scale Hacks: U.S. satellites infiltrated for 12 minutes (Yahoo! News)

This has to be some of the most ambitious hacking we've seen

It's one thing for hackers to target a video game network or newspaper website, but setting sights on United States government satellites is an entirely different situation. A new report released by Congress shows that's exactly what has been happening, as two separate orbiters have seen a total of 4 attacks since 2007. Some breaches managed to interfere with the NASA's hardware for up to 12 minutes.

Officials believe that the attacks originated from a satellite station located in Norway. Hackers near the facility are thought to have tapped into the building's internet connection from the outside, using it to gain access to the highly sensitive hardware orbiting earth. The report stated that the attackers never took full control of the satellites, and most of the key details of how the hack was achieved are being kept secret.

The satellites that were targeted are part of a joint effort between NASA and the U.S. Geological Survey to monitor weather and terrain changes. It's unclear what the hackers sought to gain by poking around inside the orbiters, but the fact that they were able to successfully breach such a high-profile piece of technology should serve as a reminder that digital security needs to be taken very seriously.

Montel Williams: Israel leads in medical marijuana (AP)

JERUSALEM ? Emmy Award-winning television personality Montel Williams says Israel is at the forefront of providing patient access to medical marijuana.

Williams was diagnosed with multiple sclerosis in 1999. He has since been an outspoken advocate of medical marijuana to relieve pain caused by disease.

The former host of the popular long-running talk show "The Montel Williams Show" is meeting legislators, scientists and physicians in Israel on a fact-finding mission.

He told The Associated Press Sunday that the United States could learn from Israel how to treat marijuana just "like any other medication that a doctor uses in their arsenal."

Williams, 55, says he takes cannabis on a daily basis and that "for me, there is nothing else that can do what it does."

Michelle Williams: Marilyn Monroe Approves of My Film

Taking on the role of iconic superstar Marilyn Monroe is a hefty challenge -- but Michelle Williams is confident that her performance as would please the late actress.

The My Week with Marilyn star says she thinks Monroe would be proud of the movie because the deceased blond bombshell has apparently sent her approval from the beyond.

"While we were filming, something came out in the National Enquirer that a psychic had spoken to her and that she approved of what we were doing and she thought I was doing a really good job," Williams told E! News at the Hollywood Film Awards. "So maybe she likes it!"

The Academy Award nominee probably doesn't need a psychic to tell her whether her portrayal of the Hollywood icon is good, considering how fully she immersed herself in the role. Williams, 31, did extensive research on the actress' voice to get it pitch perfect.

"I studied tapes," Williams said. "There's really nothing that exists of her, that I could find anyway, that exists of her having a conversation with a friend...So there wasn't a template that existed for her everyday vocal pattern, so at a certain point you have to make it imaginatively."

And if photos and the trailer are any indication, Williams also clearly nailed Monroe's signature look. Perhaps there's some truth to the National Enquirer story after all!

Game 6: Seeking first title, Rangers take lead (AP)

Game 6 is under way, and the Cardinals are in immediate trouble.

St. Louis starter Jaime Garcia issues a leadoff walk to Ian Kinsler before Elvis Andrus singles to left-center, sending Kinsler to third. Josh Hamilton follows with an RBI single.

With runners at the corners, Garcia buckled down. He struck out Michael Young and Adrian Beltre before Nelson Cruz grounded out. Texas leads 1-0.

That's already more than the Rangers managed against Garcia in Game 2, when he yielded only three hits in seven shutout innings while striking out seven.

Clear skies in St. Louis tonight, after Game 6 of the World Series was postponed a day because of rain. The temperature is 56 degrees with little wind. Not a bad night to play ball.

Much has been made about who would pitch for the Cardinals in a potential Game 7. The rainout gives manager Tony La Russa a chance to bring back ace Chris Carpenter on three days' rest if he wants. But they have to get there first, and nobody is more aware of that than La Russa. He refused to look beyond Game 6 during his pregame news conference today.

On the mound, it's a rematch of the Game 2 pitching duel between Garcia and Texas right-hander Colby Lewis. Both were outstanding last time out, and the Rangers rallied in the ninth inning for a 2-1 victory.

Garcia is at his best in Busch Stadium, while Lewis has been Texas' most reliable postseason starter the past two years. He is 4-1 with a 2.22 ERA in seven starts, and it was Lewis who threw a gem to close out the New York Yankees in Game 6 of the 2010 AL championship series.

He gets another shot at a clincher tonight.

Regardless of the Game 5 phone fiasco, the Cardinals have been let down by the deep bullpen that carried them into the Series. But they also need to get their big bats going.

Albert Pujols is 0 for 12 besides his record-setting outburst in Game 3, when he had three homers, five hits, six RBIs and 14 total bases. Lance Berkman is batting .389, but he's struck out seven times and has only two RBIs. Matt Holliday is 3 for 18 (.167) without an RBI, and leadoff man Rafael Furcal is 3 for 20 (.150).

First pitch coming up at 8:05 p.m. EDT as the Rangers try to win their first World Series crown. St. Louis hopes to force the first decisive Game 7 since 2002.

Nervo's Video Shoot For 'We're All No One' Was 'Scary'

'It was the first-ever video that we've been in, so we didn't know what to expect,' Mim tells MTV News.

Aussie twins Nervo (Liv and Mim) have made quite a name for themselves as one of the most-sought-after DJ duos in dance music. They've written hit songs for some of the biggest artists in the business (Ke$ha, David Guetta, Kylie Minogue) and spent their summer as an opening act on Britney Spears' Femme Fatale Tour.

Now it's their turn to step up to the mic. Last month, the sister duo dropped "We're All No One," the first single they've released through Astralwerks/EMI and the first major-label release on which the girls show off their vocal skills.

The song, which features superstar DJs Afrojack and Steve Aoki, may seem like a departure for the girls, but fear not Nervo fans: That's how they planned it.

"We really wanted our first record through Astralwerks to be different to everything that we've done for other artists," Mim explained. "And we also wanted the collaboration aspect to be with the people within our family."

Last week, the video for "We're All No One," directed by DJ Skeet, premiered on MTVu and MTV's new dance-music hour, "Clubland," and on Monday, the girls stopped by MTV News' studio to talk about the finished product.

"It was kind of scary because it was the first-ever video that we've been in, so we didn't know what to expect," Mim said. "But in the end, there was a little bit of back-and-forth — 'Can we change this?' 'Can we do this?' — but we are happy with the end result." This carefree video features the girls hanging out with their friends, cruising the streets on their bikes and in cars, and finishing it all off with a late-night pool party. It seems like the perfect way to spend a laid-back summer day, but according to these girls, looks can be deceiving.

"It was so boiling," Liv said of the extreme heat during the shoot. "It must have been like, I'm not really good with Fahrenheit, but it must have been like 130 [degrees] or something in that car." Mim added, "In the car was unbearable. Not unbearable, almost unbearable because there was no air-conditioning, obviously because it was an old car, and we were shooting at a time of day when it was quite warm."

The girls weren't the only ones that suffered in the heat: Both Afrojack and Steve Aoki made cameos in the video as well. "We're like, 'Guys, can you be in the video?' " Liv recalled. "And we wanted it to be something that they would be comfortable doing.

Like a cameo role, but not them DJing because we all DJ, and none of us are actors. But Steve did an amazing job as the actor in the department store, and Afrojack is just really cool driving a car. It suits him."

Facebook Sees 600,000 Compromised Logins Per Day

facebookNew figures from Facebook reveal how often the social networking site's users are hacked. In the blog post announcing the forthcoming "Trusted Friends" feature, Facebook also an included infographic?detailing Facebook's security measures. One figure in particular jumped out at security researchers: every day, "only .06%" of Facebook's 1 billion logins are compromised. Or, to put it another way, 600,000 logins per day are compromised.

Hurricane Rina aims at Mexico coastal resorts (AP)

CANCUN, Mexico ? Tourists fleeing Hurricane Rina crowded Cancun's airport Wednesday even as the cyclone lost some of its punch on a course for Mexico's resort-studded Caribbean coast.

Authorities evacuated some fishing communities and closed schools along the coast of Mexico's Yucatan peninsula, and NASA cut short an undersea laboratory mission near Key Largo, Florida, bringing the crew back to land.

Rina is forecast to remain a hurricane as it sweeps along Mexico's most popular tourist destinations Cancun, Cozumel and the Riviera Maya, on Thursday, though forecasters predicted it would continue to weaken.

Rina's maximum sustained winds dropped to 85 mph (135 kph) Wednesday afternoon, down from 110 mph (175 kph) earlier in the day. It was about 190 miles (305 kilometers) south-southeast of the island of Cozumel, and was moving to the west- northwest at about 5 mph (7 kph).

Lines snaked to the ticket counters in the crowded Cancun airport as jumbo airliners headed to Canada and Europe waited in pouring rain. Many travelers said they had already scheduled to leave Wednesday. But Janet Gallo, 41, of New York City decided to cut short her five-day trip to Playa del Carmen.

"At the hotel, they told us they would make a decision whether to evacuate later today, but we didn't want to wait. We would rather be home when it hits," Gallo said.

Hundreds of residents from the fishing town of Punta Allen, south of Tulum, were taken to emergency shelters and a smaller group was evacuated from the atoll of Banco Chinchorro on Tuesday.

Luh McDevitt, 56, a furniture and interior designer in Cozumel, said her family was fitting hurricane shutters to the house and securing furniture.

"I am not really scared," said the Cincinnati, Ohio, native who has lived in Cozumel since 2000. "Hurricane Andrew in 1992 was a Category 5. The worst part of the hurricane is after. We didn't have electric in our house for three weeks."

Jorge Arturo Cruz, spokesman for the education department in Quintana Roo state, said schools were closed in communities along the coast and in Cozumel in anticipation of the storm.

The Mexican government also announced it is sending nearly 2,400 electrical workers, plus cranes, vehicles and generators to repair and maintain services as quickly as possible after the storm.

Soldiers, marines and state police had arrived with vehicles in Punta Allen on Tuesday to evacuate about 275 residents and take them to a storm shelter at a middle school; about 500 people are expected to be evacuated there in total, according to Quintana Roo state Civil Defense Director Luis Carlos Rodriguez.

The coastal area around Tulum is dotted with Mayan ruins, and further north is Playa del Carmen, another popular spot for international tourists and the departure point for ferries serving Cozumel.

State Tourism Director Juan Carlos Gonzalez Hernandez said there were about 83,000 tourists in the state, with about 45,000 of those on a stretch of coast south of Cancun that includes Tulum and Playa de Carmen, and almost 28,000 in Cancun.

There were only about 1,719 tourists in Cozumel, and many of them were leaving, Gonzalez Hernandez said.

At least eight cruise ships were changing itineraries away from the storm's path, said Carnival Cruise Lines spokesman Vance Gulliksen.

The area was badly damaged by Hurricane Wilma in 2005, when Cancun's famous white-sand beaches were largely washed away. Insurance officials estimated total damage at $3 billion.

A hurricane warning is in effect for the east coast of the Yucatan Peninsula from north of Punta Gruesa to Cancun.

The Mexican government issued a hurricane warning for the northeast coast of the Yucatan peninsula from Cancun to San Felipe. A tropical storm warning is in effect farther south on the peninsula from Chetumal to Punta Gruesa.

The projected track shows it curving east toward Cuba and the Straits of Florida by early next week, though the Hurricane Center cautioned "there is great uncertainty as to where Rina will be located by the weekend."

Syrians rally for Assad before Arab mission visit (AP)

BEIRUT ? Tens of thousands of Syrians packed a Damascus square Wednesday in a show of support for embattled President Bashar Assad, a few hours ahead of a visit by senior Arab officials trying to start a dialogue between the regime and the opposition.

The Arab ministerial committee led by Qatar's prime minister was expected to arrive later in the day, but prospects for the mission's success were dim. The opposition's refuses any dialogue with the regime, particularly while it continues its military crackdown on protesters, which the U.N. says has killed 3,000 people since March.

Activists said at least nine civilians were killed Wednesday in military operations across the country, six of them in the flashpoint central city of Homs.

The Arab officials' visit follows a meeting in Cairo last week by the 22-nation Arab League, which gave Syria until the end of the month to end military operations, release detainees arrested in the crackdown, and start a dialogue with the opposition.

Bassma Kodmani, spokeswoman for the broad-based opposition group, the Syrian National Council, said it is "impossible" to talk about a dialogue within the current security crackdown.

"And even if the right conditions for dialogue prevail, the only thing to discuss would be a roadmap for the peaceful transfer of power," she told The Associated Press.

Paris-based Kodmani echoed the feelings of Syrian anti-government protesters, many of whom expressed disappointment with the Arab League and called for suspending Syria's membership.

"Russia gives Bashar international protection, Iran gives him weapons, and Arabs give him time," read a banner carried by protesters in northern Syria Tuesday evening. "No dialogue with the killer of children," read another.

The SNC had said in a statement Tuesday it was worried that the Arab League's initiative "did not distinguish between the victim and the executioner."

It also called for international protection for civilians, and for Arab and international observers to be allowed immediately into Syria to monitor the situation.

Human Rights Watch also called on the Arab ministers to demand that the government allow independent, civilian monitors into Syria to observe the behavior of security forces.

Tens of thousands of Syrians carrying white, red and black flags and posters of Assad gathered at Damascus' Omayyad square in a rally timed to coincide with the Arab ministers' visit.

The opposition says authorities regularly stage massive rallies in support of the embattled leader even as his regime becomes increasingly isolated.

Assad, however, still has significant support among many Syrians, including those who benefited financially from the regime, minority groups who fear they will be targeted if the Sunni majority takes over and others who see no clear and safe alternative to the president. He also still has the loyalty of the bulk of the armed forces, key to his remaining in power.

Damascus appears to have grudgingly agreed to the Arab mission even though it refuses to have outsiders interfere in what it considers its internal affairs.

Gulf countries seeking to suspend Syria's membership in the Arab League because of its bloody crackdown on protesters failed to gain enough support for the move at the Oct. 16 meeting in Cairo.

Human Rights Watch also quoted Syrian activists as saying at least 186 protesters and residents have been killed in Syria since the Cairo meeting.

The British-based Syrian Observatory for Human Rights and other rights groups said nine civilians were killed Wednesday in shootings by security forces nationwide, including six in the restive city of Homs. The Observatory also reported nine soldiers were killed in Hama province when the bus they were traveling in was hit by a rocket propelled grenade.

The activists said towns and villages in southern Syria, and some areas in the north and east closed their shops and businesses in compliance with an opposition call for a general strike.

The Syrian government has staunchly defended its crackdown on protesters, saying it is the target of a foreign conspiracy.

On Wednesday, it issued a rare rebuttal to a recent report by Amnesty International that accused security forces and medical personnel of torturing wounded protesters at state-run hospitals. A statement issued by the Syrian Health Ministry said the Amnesty report was "full of fallacies and fabrications."

The accusation that Syria is targeting doctors and raiding hospitals in search of wounded protesters has been made before by leading international human rights groups.

Huntsman did get the audience back on his side later in the interview, though. When Colbert asked Huntsman to say something nice in Chinese, Huntsman complied by saying in Mandarin that Colbert should consider being his vice presidential running mate, prompting prolonged cheers by the audience.

Huntsman also joked that he was ready for his poll numbers to jump after his appearance on ?The Colbert Report.?

?I am so ready for the Colbert bump,? Huntsman said. Colbert responded, ?Governor, you may be at two percent. We?re going to get you up to whole milk.?

After the taping, Huntsman said he thought he did well.

Addressing the topic of his Mormonism, a religion that has been criticized as a ?cult? during the campaign, Huntsman said that Kennedy?s Catholicism also was a subject of scorn during his 1960 election, and noted that ?you get in a whole lot of trouble talking about religion, so you should never go there, particularly when you?re seeking votes and running for public office.?

Huntsman stressed unity in the United States, and pointed out that in his 2008 reelection for Utah governor he won majorities among Democrats, Republicans and independents.

?This is an important time for us to all pull together as Americans,? Huntsman said. ?It is unnatural and it?s unhealthy for the most blue-sky optimistic people in the world, we as Americans, to be as divided as we are today,? he said.

Lab-made skin cells will aid transplantation, cancer, drug discovery research

The pigmented cells called melanocytes aren't just for making freckles and tans. Melanocytes absorb ultraviolet light, protecting the skin from the harmful effects of the sun. They also are the cells that go haywire in melanoma, as well as in more common conditions as vitiligo and albinism.

Naturally, researchers would love to study melanocytes in the laboratory. There's just one problem -- melanocytes from adult skin don't grow very well in the lab. Now, researchers at the Perelman School of Medicine at the University of Pennsylvania have found a way to create melanocytes from mouse tail cells using embryonic stem cell-like intermediates called inducible pluripotent (iPS) cells.

Xiaowei Xu, MD, PhD, associate professor of Pathology and Laboratory Medicine, is senior author the study, which appears online in the Journal of Investigative Dermatology ahead of the December print issue. Xu and his team converted mouse tail-tip fibroblasts into iPS cells using four genes, which were first described by Shinya Yamanaka in 2006, producing pluripotent cells similar to embryonic stem cells, but without the concomitant ethical issues.

According to Xu, these lab-made melanocytes promise benefits in areas from tissue transplantation to drug discovery. "This method really has lots of clinical implications," says Xu. "We are not quite there yet, but this is an early step."

For example, by collecting a tissue sample from patients with, say, vitiligo, and converting it to iPS cells, researchers can study what goes wrong as those cells differentiate into melanocytes. Or, they can study the development and possible treatment of melanoma.

Xu's new study is the first to report creating melanocytes from iPS cells in mice, and builds on his previous work. Xu's lab was involved in the first study to work out the conditions for differentiating human embryonic stem cells to melanocytes in 2006. Earlier this year, a Japanese team became the first to differentiate human iPS cells to melanocytes.

Transformation of Cells

Initially, the researchers from Xu's lab introduced the four Yamanaka genes into mouse cells by infecting the cells with transgenic viruses. Between 0.5% to 0.8% of fibroblasts treated in this way converted to iPS cells in Xu's lab ? a rate that is consistent with other researchers' findings, he says. But his team also could achieve the same result (albeit at lower efficiency, 0.01%) using a non-viral "transposon" called piggyBac. Finally, the researchers showed they could differentiate both iPS cell populations into melanocytes in about two weeks by feeding the cells a defined cocktail of growth factors.

According to Xu, the growth factor cocktail used in the present study differs somewhat from the formulation his lab worked out several years ago for human embryonic stem cells. Among other things, it works in the absence of the growth factor Wnt3a and the carcinogen TPA, both of which are required for human melanocyte differentiation. TPA, especially, could be problematic for possible cell-based therapies, in that it is tumorigenic. It remains to be seen, however, whether human iPS cells can also be differentiated in the absence of this compound, Xu notes.

His study's implementation of piggyBac in creating the iPS cells (a technique first published by Canadian researchers in 2009) could possibly extend the technique's clinical value, he adds. Unlike viruses, which insert their genetic cargo into the host genome, thereby raising concerns of genetic alterations in the infected cells, piggyBac delivers genes without permanently altering the host genome.

U.S. throws lifeline to underwater homeowners (Reuters)

WASHINGTON (Reuters) ? U.S. homeowners who owe more than their properties are worth got new help on Monday with the government's expansion of a refinancing program in a step that could help up to 1 million borrowers.

The regulator of mortgage finance giants Fannie Mae and Freddie Mac eased the terms of a program that helps so-called underwater borrowers who have made payments on time but have been unable to refinance.

"These are important steps that will help more homeowners refinance at lower rates, save consumers money and help get folks spending again," President Barack Obama told a crowd in Las Vegas, a city hard hit by the foreclosure crisis.

The overhaul, which would only help a fraction of the nation's 11 million underwater borrowers, is the latest government effort to breathe life into the crippled housing market.

Officials have been frustrated that numerous attempts to bolster the sector and help borrowers have had little success.

The Federal Housing Finance Agency said it was scrapping a cap that prohibited borrowers whose mortgages exceeded 125 percent of their property's value from refinancing loans backed by Fannie Mae and Freddie Mac under the government's Home Affordable Refinance Program (HARP).

It also took steps to coax homeowners into shorter-term loans and encourage more banks to participate in the program.

The Obama administration sees lowering mortgage payments as a way to free up cash for other spending that could help support the economy's tepid recovery.

The FHFA said it wanted to focus on loans made between 2004-2008, when borrowers typically locked into rates above 5 percent. Currently, 30-year fixed mortgage rates are hovering just over 4 percent.

"Such modifications are no panacea, but they would move us in the right direction for housing-related stimulus for the economy," said Janaki Rao, vice president for mortgage research at Morgan Stanley in New York.

The White House expects homeowners refinancing under the program to save as much as $2,500 per household each year.

Investors in mortgage-backed securities, who had anticipated a revamping of the program, were surprised at the scope of the changes, and prices for housing debt issued by Fannie Mae and Freddie Mac dropped sharply.

ADMINISTRATION PUSH

With political gridlock blocking legislation addressing the housing crisis, the administration had urged the FHFA to widen HARP to more borrowers. The regulator had moved cautiously, wary of piling too much risk on Fannie Mae and Freddie Mac.

"This is an appropriate balancing of risk that's being borne by Fannie and Freddie, and hence the American taxpayer," FHFA's acting director, Edward DeMarco, said in a conference call with reporters. "This will make HARP more available."

The government seized Fannie Mae and Freddie Mac, the two largest sources of U.S. mortgage financing, in September 2008 as losses on loans they backed spiraled. The two firms have so far received $141 billion in taxpayer bailouts.

After meeting with DeMarco earlier this month, one lawmaker said the expanded program could help as many as 600,000 to 1 million borrowers.

DeMarco and Obama administration officials said there was no way to forecast exactly how many borrowers could benefit, although the FHFA said it could double the number helped by the end of 2013. Previously, the program was due to expire in June.

The White House has been criticized for over-selling earlier efforts to help housing. When HARP was unveiled in March 2009, it predicted it would help 5 million borrowers, but so far fewer than 895,000 have refinanced through the program.

Housing Secretary Shaun Donovan said the overhaul was "only one piece of a broader strategy to help the housing market." He said the next step would be to find a way to rent, sell or dispose of foreclosed homes that are weighing on already depressed prices.

With housing impeding a broader economic recovery, some Federal Reserve officials have said the central bank should consider buying mortgage debt to drive down borrowing costs.

CHANGING INCENTIVES

To encourage banks to participate in the revamped program, FHFA moved to protect lenders from having to buy back loans if underwriting problems are later found. "Of all the barriers, this may be the most significant," said Gene Sperling, director of the White House National Economic Council.

In addition, banks will only have to verify that borrowers have made their last six mortgage payments and, in most cases, they will not need to conduct an appraisal.

FHFA said Fannie Mae and Freddie Mac will also eliminate certain fees for borrowers who refinance into shorter-duration loans, in a bid to spur homeowners to pay down the amount they owe more quickly.

Morgan Stanley's Rao said while the changes were helpful, they were unlikely to lead to a big refinancing "wave."

Many economists have argued bolder steps are needed given the weight housing is placing on the recovery.

Former U.S. Treasury Secretary Lawrence Summers, in a Reuters column, said what is needed are write-downs on loan principal and mass sales of foreclosed homes to investors for rentals.

"With constructive approaches by independent regulators, far better policies could be in place six months from now," he wrote. "There is nothing else on the feasible political horizon that can make as a large a difference in driving American economic recovery."

Actress scrambles to make a living during slowdown (Reuters)

LOS ANGELES (TheWrap.com) ? Though she's only in her early 30s, Christine Lakin has already spent two decades as an actor, from a run as a series regular on "Step by Step" while in her early teens to more than two dozen other series and 17 movies, including "You Again" and the upcoming "New Year's Day."

But a life of constant auditions, callbacks, readings and offers has changed dramatically over the past few years, Lakin told TheWrap -- to the point where her current career path has nothing to do with waiting for the next plum role and everything to do with doing anything she can.

Which means writing a web series for herself, doing voiceovers, becoming a choreographer.

"If I just waited by the phone for the kind of offers I used to get to come in, I'd never work," said Lakin, who also serves as a member of the Hollywood Screen Actors Guild board. "What I'm doing now isn't what I ever imagined myself doing, but you have to use the skill set you have if you want to work."

While she said that part of the slowdown may be due to outside factors, including a fickle Hollywood that finds "a new hot age" for actresses every year, she has no doubt that much of it is due to the slowdown in film and television production -- and the effect that has all the way up and down the Hollywood food chain.

"The economy is the most significant factor in what I've seen," she said. "In the past five or six years, studios are not doing as many films. And that means that you have more movie stars going into television -- not just to star in series, but also to do three-or-four-episode guest roles.

"And that trickles down to people like me, and pushes a lot of us into the category where we're just trying to make a living."

This year's pilot season, she said, was the slowest she's ever seen in her career. "It's shocking how few pilots were being made," she said.

During her biggest pilot seasons, "I would have three or four appointments a day for the better part of two or three months. That meant changing in the car, and running from one side of town to another for auditions and callbacks every day."

The pace began slowing down about five years ago, she added -- but even then, "I'd average four or five pilots a week, either for auditions or callbacks."

But 2011 was dramatically different.

"This year, I might have gone on four auditions, total," she said. "Number one, studios just weren't making as many. And number two, they know that if they're going to spend money on a show, they need to do whatever they can to make sure that viewers will notice that show right away. If you get a movie star in the show, that makes it that much easier to sell."

For actors who once worked steadily but are now finding themselves squeezed by the new economic realities, Lakin said the solution is simple: swallow your pride and do whatever you can in whatever medium is open to you.

Because she had a dance background, Lakin has worked as a choreographer on a prospective Broadway show for Peter Schneider, episodes of "True Blood" and "Love Bites," and a Bette Midler movie called "Parental Guidance."

She has also gotten into voiceover work, and has begun producing shows in small theaters.

And because she was determined to find "a role that only I could play," she wrote a created a web series called "Lovin' Lakin," in which she plays a onetime television actress who is expecting to make a comeback even though "she has no idea what things are like these days."

The series, she said, was represented by William Morris and is currently closing a deal with Hulu.

"A lot of people are delving into different worlds now," she said. "You may not want to do a web series or take a below-the-line job -- but the last few years have been so unpredictable and so slow that most of the actors I know just aren't making the kind of living they were five years ago."

She laughed. "It's a hustle. I'm being honest here -- if you want to make a living, it's definitely a hustle."

NEW YORK ? The Republican presidential race has become a no-holds-barred contest over character.

With the pace of the GOP contest quickening, Mitt Romney and Rick Perry are resorting to tough language online and while campaigning to undermine each other's credibility and values.

"It's time for you to tell the truth," Perry said during last week's Republican debate, all but calling the former Massachusetts governor a liar.

The Texas governor also is trying to cast Romney as someone who lacks a core set of beliefs, highlighting Romney's shifts on health care and other issues in hopes of dislodging him from atop the field.

Romney is portraying Perry as a dimwitted novice who coddles illegal immigrants and takes liberties with his economic record.

"The great challenges we have we will overcome," Romney said in South Dakota recently, "if we have leaders that will tell the truth, and live with integrity, and who, by virtue of their life experience, know how to lead." It was a suggestion that Perry didn't fit that bill.

The amped-up rhetoric signals a more aggressive phase in the race and sets the tone in the 10 weeks before the nominating contest begins in Iowa in early January. It also illuminates campaign strategies and previews likely attack ads sure to surface on television soon.

It's raised concerns among some Republicans, who fear a drawn out, personal battle between their top contenders will only help President Barack Obama's chances of winning next year.

"I don't like that, I'm not for that. I'm a Ronald Reagan Republican, he didn't think it was smart to attack each other and I don't either," oil billionaire T. Boone Pickens told Fox News last week after Romney and Perry got in each other's faces during the Las Vegas debate.

Despite their oft-stated reverence for Reagan, the two leading Republican hopefuls are ignoring Reagan's so-called 11th commandment: "Thou shalt not speak ill of any fellow Republican."

Romney, seen as the Republican to beat, has identified Perry as his top rival, even with businessman Herman Cain polling well and lower-tier contenders such as Newt Gingrich and Rick Santorum drawing positive buzz in debates.

Only Perry has been able to compete with Romney in fundraising and the two are expected to have enough resources for a protracted national campaign if necessary. Both have the backing of powerful special political action committees that can raise unlimited funds to run attack ads of their own.

Romney's campaign has started web site, www.careerpolitician.com, that jabs at Perry's record in Texas. The Romney team posted a video on the site after Perry's stronger-than-usual debate performance last week, stringing together several clips from past debates in which Perry stammered and looked confused.

"Ready to lead?" the ad asked.

The Romney campaign pulled the video after CNN complained it used too much of the network's material without permission. Still, the ad signaled a chief Romney argument going forward ? Perry isn't up to the job of being president.

Also last week, Romney's campaign released another web video trying to debunk Perry's claim that Texas leads the nation in job creation, which is the central premise of Perry's candidacy. The video asserts that unemployment in the state has gone up under Perry and that most of the new jobs created were in state government or went to illegal immigrants.

The ad includes a clip of Perry saying he disagrees with those figures.

"Disagree? It's a fact," the ad states ? essentially calling Perry a liar.

Perry has used Romney's own record on illegal immigration to suggest that he's disingenuous.

During the debate, Perry pointed out that Romney had used a lawn company at his Massachusetts home that employed illegal immigrants. Perry's campaign followed up with a web vide, arguing that Romney was a hypocrite on illegal immigration, health care and his own political ambition.

"You can't lead a nation by misleading the people," the video concludes.

Perry made the same point at a campaign event, describing himself as a conservative "authentically, and not by convenience."

He added: "You won't hear any shape-shifting nuance from me."

Perry got an assist this past week from the Obama campaign and its allies, who have singled out Romney.

Obama campaign manager Jim Messina echoed the flip-flopper theme, telling reporters Romney will "say and stand for anything to get elected, even if it means forgetting the positions he's previously taken."

Priorities USA Action, a super PAC run by two former Obama White House aides, released a web video that needles Romney for his wealth and suggesting he believes millionaires like him should pay a lower tax rate than middle-class Americans.

The ad drew a rebuke from Romney spokeswoman Gail Gitcho, who called it "another pathetic attempt by President Obama's political machine to distract attention from their nonexistent record on creating jobs."

Democrats have their own history of nasty primaries, most recently between Obama and Hillary Rodham Clinton in 2008. The two reconciled after months of personal attacks, and Clinton now serves as secretary of state.

Ken Khachigian, a Republican strategist and former Reagan White House staffer, said he finds the character attacks between Perry and Romney "unpleasant to watch" but said such primary dust-ups were inevitable.

"Party politics, like all politics, is rough and tumble," Khachigian said. "When it's all over, the desire to defeat Obama will be so huge they'll all be sipping tea together."

'Bottomless pit': US training of Iraqi cops slammed

A U.S. State Department program to train Iraqi police lacks focus, could become a "bottomless pit" of American money and may not even be wanted by the Iraqi department it's supposed to help, reports released Monday by a U.S. government watchdog show.

The findings by the U.S. Special Inspector General for Iraq Reconstruction paint what is supposed to be the State Department's flagship program in Iraq in a harsh light.

The report comes at a crucial time for the State Department as it assumes sole responsibility for securing U.S.-Iraqi ties as American forces leave by the end of this year.

On Oct. 1, the State Department took over the job of training Iraqi police from the Defense Department. According to the inspector general's report, the training program faces many problems.

Only a small portion ? about 12 percent ? of the millions of dollars budgeted will actually go to helping the Iraqi police, the report said. The "vast preponderance of money" will pay for security and other items like living quarters for the people doing the training, the review found.

The audit also said although the State Department has known since 2009 it would be taking over the training program, it failed to develop a comprehensive and detailed plan for the training.

"Without specific goals, objectives and performance measures, the PDP (Police Development Program) could become a 'bottomless pit' for U.S. dollars intended for mentoring, advising and training the Iraqi police forces," the report stated.

The oversight agency also found that budget concerns led to the program being significantly downsized.

In 2009, the State Department agency in charge of the training, the Bureau of International Narcotics and Law Enforcement Affairs, estimated it would cost about $721 million to pay for a program with 350 police advisers. That averaged out to about $2.1 million per adviser, said SIGIR.

But in December 2010, the program was downsized to 190 advisers while costs had increased, the report stated. According to SIGIR calculations, the average cost per adviser jumped to $6.2 million per year.

By July of this year, the number of advisers had dropped to 115 for what the State Department described as Phase 1 of the program. If its budget request is approved for fiscal year 2012, the program could be beefed up again to 190 advisers, state department officials told the oversight agency.

Despite the considerable outlay in U.S. taxpayer money, the Iraqi government has yet to sign off on the program and doesn't seem to want it. The official in the Iraqi Ministry of Interior (MOI) responsible for the ministry's day-to-day operations, Adnan al-Asadi, suggested to SIGIR that the U.S. should spend the money on something for the American people instead.

"What tangible benefit will Iraqis see from this police training program? With most of the money spent on lodging, security, support, all the MOI gets is a little expertise, and that is if the program materializes. It has yet to start," al-Asadi said.

The inspector general said the State Department did not fully cooperate with their audit.

"There were delays in gaining access to key officials and in obtaining documents. Moreover, the documents provided were incomplete," the audit read. One meeting in May was canceled an hour before it was to start because State Department officials needed to additional "Department guidance," SIGIR wrote.

The U.S. Embassy in Baghdad did not respond to a request for comment.

In a letter to SIGIR, the State Department said it "generally agrees" with the report's recommendations but defended its efforts.

State Department Assistant Secretary William Brownfield wrote that because they were unsure of whether they would get all the money they'd requested, they decided to start with a smaller number of trainers, and they could ramp up to 190 trainers if the money comes through.

Brownfield also said an independent organization was supposed to do a detailed assessment of Iraqi law enforcement capabilities but did not have access to people on the Iraqi side to finish the assessment in time. He said it would be done by November.

The fact that Iraq still does not have a permanent in interior minister has hampered efforts to come up with an agreement on implementing the training program, Brownfield wrote. But he said the MOI was committed to the program. He also wrote that the State Department hoped to reduce costs in the coming years and to hire more Iraqi support employees.

HSBC flash PMI points to manufacturing upturn (Reuters)

BEIJING (Reuters) ? China's vast manufacturing sector picked up moderately in October, snapping a three-month contraction and underscoring the resilience of the world's second-largest economy backed by robust domestic demand.

HSBC's China Flash Purchasing Managers' Index, designed to give an early snapshot of the month's factory activity, rose to 51.1 in October from September's final reading of 49.9, surpassing the 50-point level for the first time since July.

The PMI data could soothe persistent investor fears of an abrupt slowdown, or hard landing, in China's economy that could send an already fragile world economy into a recession.

"Thanks to the pick-up in new orders and output, the headline flash PMI rebounded back into expansionary territory during October, marking a steady start to manufacturing activities in the four quarter," said Qu Hongbin, China economist at HSBC.

"Meanwhile, inflation components within the PMI results confirmed stable output prices growth and slower input price inflation. All these data confirm our view that there is no risk of a hard landing in China," he added.

China is vulnerable to fading demand from the United States and Europe, its two biggest export markets, but robust domestic demand -- consumption and investment -- and solid export growth to emerging markets have provided some insulation.

China's annual economic growth slowed to 9.1 percent in the third quarter from 9.5 percent in the second quarter and 9.7 percent in the first. Most analysts believe the data point to an economic soft landing, rather than a crash.

The latest Reuters poll showed that China's economy is likely to grow an annual 8.6 percent in 2012, slowing from 9.3 percent this year but still far from a hard landing. In comments published on Sunday, Premier Wen Jiabao said the government will make job creation a more urgent priority in the face of slowed economic growth and weakened exports.

In PMI releases around the world, the 50-point level typically demarcates expansion from contraction in factory output.

HSBC believes a PMI reading of 50 in China implies a 12-13 percent annual rise in industrial output and gross domestic product growth of around 9 percent.

Both new orders and new export orders sub-indices rose above the 50-point mark in October. But it's too early to tell whether the rebound in export orders will be sustained given the gloomy global outlook.

Meanwhile, factory price pressures eased in October, offering some comfort to Chinese policymakers who have been bent on wrestling inflation under control.

The input price sub-index fell to 54.3 in October from 58.8 in September.

Annual inflation eased to 6.1 percent in September, retreating further from three-year highs, although stubborn food price pressures will deter the central bank from loosening its policy reins anytime soon.

Inflation could ease further in the coming months but full-year rate is almost certain to overshoot the government's 4 percent target.

The central bank has raised interest rates five times and lifted banks' reserve requirements nine times since October. It last raised interest rates in July.
