In accordance with the established Agency
policy and procedures, the incumbent will:

?

Primary Duties and Responsibilities


  • Assist
    staff members in drafting their decision review requests, appeals and related
    submissions before UNRWA Dispute Tribunal and United Nations Appeals Tribunal;

  • Conduct
    legal research on issues related to administrative law and required for legal
    representation of staff members or for responding to their queries and advising
    them generally, including research on the jurisprudences of administrative
    tribunals;

  • Conduct
    interviews with staff members either in person or via telephone or video link
    with respect to their disputes with the Agency and advise them, as necessary,
    on the available informal options for resolving disputes;

  • Respond
    to the verbal and written inquiries from staff members related to the
    interpretation and application of UNRWA Rules and Regulations, other
    administrative issuances related to personnel questions and to UNRWA Dispute Tribunal
    Statute and Rules of Procedures;

  • Refer
    staff members to the appropriate UNRWA Department that deals with the complaint
    or grievance the staff member is making and coordinates with such Department to
    the extent relevant; as needed, provide them with legal support in mediating
    their disputes or in reaching a settlement of their cases;

  • Follow
    up on administrative and substantive matters related to appeals by staff
    members with the Registrar of UNRWA Dispute Tribunal and United Nations Appeals
    Tribunal and appear on their behalf, in this respect, at status conferences and
    hearings before UNRWA Dispute Tribunal;

  • Assist
    staff members to understand the content of correspondence and legal submissions
    from the Agency that are related to a dispute;

  • Communicate
    with UNRWA Departments on legal matters related to administrative decisions
    made by the Agency or to appeals submitted by staff; manage the correspondence
    and cases through the use of a database;

  • Manage
    budget and expenditure and perform such other duties as required.

Professional Knowledge and Experience

Advanced
university degree in law.

Eight
years? experience as a practicing lawyer or as a legal adviser in a public or
business organization or institution, preferably in an international
organization, including experience in administrative law.

years? experience as a practicing lawyer or as a legal adviser in a public or
business organization or institution, preferably in an international
organization, including experience in administrative law.

  • Excellent
    knowledge of written and spoken English and Arabic.

Desirable Qualifications

Experience in applying knowledge of staff Regulations and related
issuances relevant to UNRWA or other United Nations common system agencies;

Equivalency

When the minimum requirements are not fully
met, the Director of Human Resources may exceptionally substitute part of the
unmet requirements with a combination of relevant academic qualification,
additional professional training and progressive relevant work experience. NB:
Work experience alone or formal qualifications with no relevant work experience
are not considered an acceptable combination.

Additional Information

The incumbent will be
required to travel in the Agency?s area of operations.

?

Conditions of Service?

UNRWA offers an attractive compensation package including annual salary
starting at for P-4 Level: $72,467
net tax free with dependants or $67,483 single,
and for P-3 Level: $60,091 net tax free with dependants or $56,091 single, plus
post adjustment of 43.0%. Other benefits, subject to eligibility, include education grant,
dependency allowance, home leave, pension fund, health insurance and 6 weeks
annual leave. All UNRWA duty stations (with the exception of Gaza
and Syria)
are family duty stations. Initial contract is for one year, with the
possibility of further extensions subject to the availability of funds and the
continuing need for the post.?
