Nikkei slumps as yen firms, Asian shares ease before U.S. jobs

TOKYO (Reuters) - The Nikkei entered bear market territory on Friday as the yen rose against the dollar on concerns that the key U.S. jobs data will disappoint, while wary investors awaiting clarity on the Federal Reserve's stimulus sent Asian shares to six-month lows.

Worries the nonfarm payrolls will undershoot expectations prompted investors to cut heavy bets that had been profitable for months, particularly those seeing the U.S. currency rise against the yen on a firming U.S. economy, and those buying Japanese stocks on hopes a weaker yen will underpin the Nikkei.

The benchmark Japanese stock average plunged as much as 1.9 percent to a fresh two-month low, having shed 20 percent from a 5-1/2 year high reached two weeks ago. The broader Topix index shed as much as 2.4 percent.

Asian shares failed to capitalise on an overnight gain in Wall Street as investors sought to square their positions before the payrolls data that may shed clues over whether the Fed could start tapering its stimulus programme in coming weeks.

Economists expect 170,000 jobs to have been added to the U.S. economy in May and the unemployment rate to hold at an almost 4-1/2-year low of 7.5 percent.

"Selling pressure will probably be restrained ahead of the employment data out of the U.S. tonight as it could very well go either way," said William Leys, premium client manager at CMC Markets.

MSCI's broadest index of Asia-Pacific shares outside Japan fell 0.6 percent to its lowest since late November.

Australian shares dropped 0.7 percent to a fresh 4-1/2-month low while a tumble in heavyweight Samsung Electronics drove Korean shares down 1.4 percent. Hong Kong shares were down 0.5 percent.

After recovering to a high of 97.52 earlier, the dollar was back down 0.5 percent against the yen at 96.44, following a more than 3 percent plunge overnight to a seven-week low of 95.90 yen. The dollar index, measured against a basket of six major currencies, eased 0.11 percent but held its lowest since February 25 of 81.077 hit on Thursday.

BLAME RISING YIELDS

Market volatility reflects a retracement from excessive fears about the reduced Fed stimulus and high expectations for Japan to end deflation and boost growth, analysts said.

The recent pull-back in global financial markets was sparked more than two weeks ago when Fed Chairman Ben Bernanke suggested the U.S. central bank could start paring massive bond purchases as soon as the Fed's next few meetings if the economy improves further.

Takao Hattori, senior investment strategist at Mitsubishi UFJ Morgan Stanley Securities in Tokyo, said market players may be shifting their focus to higher yields, with U.S. yields rising on speculation about an eventual unwinding of the strong U.S. stimulus, while Japan's bold monetary stimulus has helped eased appetite for safe-haven German bonds. Japanese government bond yields have also faced upward pressures.

"Recent yield increases have brought about an unintentional tightening environment, lessening the degree of effectiveness from monetary stimulus provided by major central banks. This may be starting to unnerve markets," Hattori said.

Corrections have been far deeper for Japanese stocks and the yen as the Nikkei had surged over 80 percent from mid-November to last month's peak, while the yen had slumped 30 percent against the dollar in the same period, when speculators boosted their bets that Prime Minister Shinzo Abe will pursue strong reflationary policies. The Bank of Japan's unprecedented stimulus unveiled in early April had strengthened such bets.

The turmoil accelerated and crushed Japanese stocks as "Abenomics" -- monetary easing, fiscal spending and growth strategies -- failed to live up to blown-out market expectations for bold growth-spurring steps, triggering a wave of yen selling and Nikkei buying, all weighing on broader Asian bourses.

"It's not what Abe has announced that I am sceptical about. It's the way that policy is being directed and executed. It's the fact that Abe's 'three arrow' policies have been directed more towards changing expectations than reality," Robert Rennie, head of currency strategy at Westpac, said in a note.

Some analysts pointed to markets responding too negatively to the impact from potential Fed tapering.

Credit Suisse said in a research note that three key differences from stock corrections in past cases of Fed stimulus reduction suggested investors may be too pessimistic this time.

In previous cases, stock valuations were high, European risks were heightening and U.S. recovery was poor. Now, stock valuations are lower, European risks are lessening and the U.S. economy is improving. "We continue to suggest investors buy markets closer to trough valuations," it said.

The dollar steadied against the euro at $1.3251 after the common currency spiked to a three-and-a-half-month high of $1.3306 on Thursday, drawing support from the European Central Bank's decision to leave interest rates unchanged and as ECB President Mario Draghi said further monetary support was unlikely in the near future.

Draghi said the ECB was technically ready for negative deposit rates - the rate it pays commercial banks to hold their money - but there was no reason to act right now.

U.S. crude futures steadied at $94.81 a barrel while Brent was up 0.2 percent to $103.81.

Horse slaughterhouse accuses USDA of IRS tactics

ALBUQUERQUE, N.M. (AP) ? A southeastern New Mexico company's plans to convert a cattle plant into a horse slaughterhouse has hit another roadblock, this time over an environmental dispute that the company's attorney blames on the Obama administration putting politics over policy.

Blair Dunn, who represents Valley Meat Co. of Roswell in its more than yearlong effort to get approval to slaughter horses, says the U.S. Department of Agriculture keeps changing the rules because it opposes horse slaughter.

USDA officials referred questions to the Justice Department, which did not immediately respond to a phone call seeking comment.

Valley Meat's application to resume domestic horse slaughter has ignited an emotional, national debate over whether horses are livestock or domestic companions. The company wants to ship horse meat to countries where it is consumed by humans and sold for things like zoo food.

The issue has divided horse rescue and animal welfare groups, ranchers, politicians and Indian tribes about what is the most humane way to deal with the country's horse overpopulation and the rising number of neglected and starving horses as the West deals with persistent drought.

Since the company passed its inspection in late April, officials have been dragging their feet on giving the plant final approval to open by questioning whether it needs a permit under the federal Clean Water Act for discharging waste into water, Dunn said. The plant, he said, doesn't discharge anything into water, and such a permit was never needed during the 20 years the plant slaughtered cattle.

"If these were not requirements for a cattle facility, they cannot now suddenly become requirements for a horse facility," Dunn said in an email to David Glass, who is one of the attorneys representing the USDA against a lawsuit by Valley Meat over delays in approving its application.

Dunn compared the process to that of the Internal Revenue Service, which has been accused of subjecting conservative political groups to extra scrutiny when they applied for tax-exempt status.

"Should somebody be looking into whether or not there is direction from the White House to use/abuse USDA/EPA authority with regard to Valley Meat because they are on the other side of a political issue from the president?" Dunn said he wrote to Glass.

Dunn says Glass has not replied in writing but has left two voicemails saying the issue with the permit involves questions over whether the company needs the discharge permit as mandated by the Clean Water Act.

Glass, like the USDA, referred questions to the Justice Department's communications office, which did not immediately return phone calls.

The state Environment Department confirmed Valley Meat has a closed lagoon type system for its waste, and said to its knowledge the slaughterhouse has never had or needed the federal water discharge permit. Its current state permit for the lagoon is up for renewal.

The issue of whether the plant needs the federal permit was first raised by some of the groups opposed to congressional action in 2011 that restored USDA funding for horse slaughter inspections, essentially legalizing the practice that had been banned in 2006 when Congress cut the funding.

Front Range Equine Rescue and the Humane Society of the United States have filed notice of their intent to sue the USDA if it lets Valley Meat begin horse slaughter without the proper permits.

Department of Agriculture officials did not immediately respond to an email seeking comment on Dunn's allegations. But shortly after the latest inspection of the plant in April, Agriculture Secretary Tom Vilsack told The Associated Press the plant will open, unless Congress restores the ban on horse slaughter.

Dunn says the USDA is acting in bad faith, dragging its feet while it actively lobbies Congress to reinstate a ban.

The Obama administration's most recent budget proposal eliminates funding for inspections of horse slaughterhouses, which would effectively reinstate a ban on the industry.

Proponents of a return to domestic horse slaughter point to a 2011 report from the federal Government Accountability Office that shows horse abuse and abandonment have been increasing since slaughter was banned in 2006. They say it is better to slaughter the animals in humane, federally regulated facilities than have them abandoned to starve across the drought-stricken West or shipped to inhumane facilities in Mexico.

The number of U.S. horses sent to other countries for slaughter has nearly tripled since 2006. And many humane groups agree that some of the worst abuse occurs in the slaughter pipeline. Many are pushing for a both a ban on domestic slaughter as well as a ban on shipping horses to Mexico and Canada.

Samsung's gone official with the Galaxy S 4 Active -- once again, before the company's incoming UK launch event. With IP67 water and dust protection -- it'll survive three feet of water for up to 30 minutes -- as well as a 5-inch (TFT LCD) 1080p display (443 ppi), there's an unspecified 1.9GHz quad-core processor to do the heavy lifting. Alongside LTE radios and Android 4.2.2, the GS4 Active packs an 8-megapixel camera with LED flash, while the front-facer will take up to two-megapixel stillw.

Now, to match those outdoor protective credentials, there's also a water-resistant headphone socket, Samsung's 'glove touch' screen tech (meaning you'll be able to handle it with gloves) and a special 'aqua mode' setting for the camera to improve all those underwater shots you're bound to take with a submersible smartphone. (In fact, for meteorologists, there's even an outdoors-y barometer built in too.) The phone launches in the US (most likely on AT&T) and Europe this summer, in Urban Grey, Dive Blue and Orange Flare color options. We're still waiting on pricing, but Samsung promises that we'll be able to test it in the flesh at the aforementioned London event later this month.

With the S4 Active you?re getting flagship smartphone power and looks in a slightly less fragile package than usual but not one that looks like it belongs on a building site. The S4 Active is 9.1mm thick and 151g heavy vs the S4?s 7.9mm and 130g. So, basically the S4 Active is a phone for Samsung fans who don?t want to have to worry about taking their expensive phone to the beach. Aside from its sealed design, the one notable hardware design change on the Active vs the S4 is the single home button being replaced by three physical keys: menu, home and back.

Under the hood, the Active has a?1.9GHz Quad-Core Processor, plus the same 2,600mAh battery as the S4. The 5.0?? Full HD TFT LCD screen?includes what Samsung calls its ?Glove Touch? feature, meaning it can be operated while wearing gloves ? a trick the company appears to have?borrowed from Nokia.

On the S4 Active?s rear is an 8 megapixel camera (the S4 has a 13MP lens) to which Samsung has added a new software mode ? called Aqua Mode ? to improve the clarity of underwater photography and video.
